The Ontario Mortgage Broker Education Program (OMBEP) is the FSRA-approved education program for Ontario Mortgage Agent Level 2 licence holders who are progressing toward a mortgage broker licence.
The program develops the knowledge and skills needed to supervise mortgage agents, support brokerage compliance and understand the responsibilities of operating within Ontario’s mortgage regulatory framework.
OMBEP is completed in two phases. Phase I introduces the core regulatory, compliance and brokerage-management concepts through online learning. Phase II builds on that knowledge through instructor-led discussion, practical scenarios and real-world application.

OMBEP is a two-phase program prescribed by the Financial Services Regulatory Authority of Ontario (FSRA). The program is designed to meet the Mortgage Broker Qualifying Standards (MBQS) and the Mortgage Broker Regulators’ Council of Canada (MBRCC) Managing Broker Program Competencies and Curriculum.

Applying Your Knowledge in Phase II
Phase II builds on the concepts introduced during Phase I through
practical examples, interactive activities, peer discussion and
fact-based scenarios. Participants explore the real-world application
of Ontario’s mortgage legislation and regulations at the
brokerage level.
Phase I must be successfully completed before you register for a Phase II session.
To become a licensed mortgage broker in Ontario, you must upgrade from an active Mortgage Agent Level 2 licence and meet the education, experience, eligibility and suitability requirements established by the Financial Services Regulatory Authority of Ontario (FSRA).
1. Hold a Mortgage Agent Level 2 Licence
You must already be licensed as a Mortgage Agent Level 2 in Ontario before progressing to a mortgage broker licence.
2. Meet the Level 2 Experience Requirement
You must have been licensed as a Mortgage Agent Level 2 for at least 24 months during the previous 36 months.
3. Complete the Required Licensing Education
Ontario’s mortgage broker education pathway includes the Mortgage Agent Level 1 education program, the Private Mortgages Course and the approved mortgage broker education program.
4. Complete the Ontario Mortgage Broker Education Program
Complete both phases of OMBEP. Phase I is completed first, followed by the required Phase II instructor-led session.
The approved mortgage broker education program must be completed within three years before you apply for your mortgage broker licence.
5. Apply to Upgrade Your Licence
Once you have met the broker licensing requirements, the Principal Broker of your mortgage brokerage initiates your licence upgrade application through FSRA’s Licensing Link system.

OMBEP registration includes both Phase I and Phase II, program materials, access to the Phase I online studies and the required Phase II learning component.
Phase II sessions have specific registration, attendance, cancellation and transfer requirements. Space may be limited and registration may close once capacity is reached or before the scheduled session begins.

Yes. The Ontario Mortgage Broker Education Program offered by Mortgage Professionals Canada is approved by the Financial Services Regulatory Authority of Ontario (FSRA) for Ontario mortgage broker licensing education.

Yes. Attendance for the full day on every scheduled Phase II class day is mandatory.
Participants who miss class because of lateness or leave early may not be permitted to complete the required examination.
Scheduled Phase II classes run Monday through Friday from 9:00 a.m. to 5:00 p.m.

Yes. The OMBEP tuition is $495 and includes registration in Phase I and Phase II, along with the applicable program materials and required program components.
FSRA requires mortgage broker applicants to have been licensed as a Mortgage Agent Level 2 for at least 24 months during the previous 36 months.
